This type commemorates the restoration of the Scribonian Well by L. Scribonius Libo in 63 B.C., the wellhead had been either dedicated or restored by one of his ancestors around a century earlier. The sacred site was said to have struck by lightning and later became a haunt of money-lenders, litigants and business people, given it's proximity to the law courts.
