In "Seleucid Coins" Houghton and Lorber attribute this issue to an uncertain military mint in Coele Syria during the fifth Syrian war of 202BC.  Earlier Newell had proposed attribution to Antiochos I and the Carrhae mint.  Find evidence in Isreal has provided evidence that Antiochos III is more likely.  (ref page 413 of Volume 1)
