Hamira Deva was one of the last Hindu rulers attempting to stand up against the Muslim takeover of northern India, but he was defeated by Ala-ud-din Khilji. The coin is dated Vikram samvat (13)45 = 1287 CE and is of great rarity, described as "EXCEEDINGLY RARE" by Deyell. This specimen is obviously very worn and the bargain price reflects that.
