This countermark is moderately common on several Elymain issues. Van’t Haaff suggests that the countermark may have been applied by Kamnaskires IV to celebrate his recapture of Susa from the Parthians.
Elymais (the biblical kingdom of the Elamites and home of the magi) was a small kingdom in what is now Iran and Kuwait. As a (sometimes semi-independent) sub-kingdom under the Parthians, they struck coins from the middle of the 2nd century BCE until they were incorporated into the Sasanian empire around 227/8 CE
