Considering that this issue copies other types of Domitian as Caesar so exactly (RIC Vespasian 541, 518, etc, some links included below), it is most likely that this issue also commemorates the Judea Capta triumph. The reverse then likely refers to the 'magnificently adorned white horse' Domitian rode in the triumphal parade celebrating the Judaea Capta (Suetonius, Life of Domitian).
