After 211 BC, the tide began to turn against Carthage. Scipio's advances in Spain and the Roman victory at the Metaurus necessitated a Carthaginian withdrawl to North Africa to protect the homeland. To continue to pay Carthaginian forces, new sources of material for minting had to be found, and reusing earlier issues seemed the most logical choice. By 202 BC, the Carthaginian defeat at Zama ended the Second Punic War and Carthaginian control in the western Mediterranean
