Small light weight flans are fairly common for denarii struck at this eastern mints during the first few years of Severus' reign.

The eastern mints of Severus are still a little conjectural. The coins were certainly struck in that region, but which are Loadicea or Emessa or possibly some other location, is not 100% certain. This coin is currently attributed to Loadicea, but the dies are cut by a celator who also cut dies for coins attributed to Emessa, although it is not impossible on celator cut dies for two different mints in that area.
