Capua was a major center loyal to Rome during the early years of the 2nd punic war, but after the 216 BC defeat of the Romans by Hannibal at the battle of Cannae, Capua went over to Hannibal's side and became his major staging site in the region.  This type was stuck during that period, so the victory designs may commemorate the balle of Cannae.
